Block & Neighborhood help

Block Captains, Registered Community Organizations (RCOs), and Community-Based Associations fix problems in the neighborhood:

BLOCK CAPTAINS are elected by neighbors using a petition (not by voting at the polls). They operate as part of the Philadelphia More Beautiful Committee (PMBC) under jurisdiction of the City of Philadelphia’s Streets Department. Block Captains unite the neighborhood by building a vision for a clean and beautiful block.

The duties of the Block Captain are ‘community service’ based and include tackling trash problems directly along with beautifying the neighborhood.

What do Block Captains do?


RCOs (or REGISTERED COMMUNITY ORGANIZATIONS): The Philadelphia Zoning Code includes provisions to ensure that neighbors of proposed developments are notified and that they have an opportunity to provide input regarding any zoning decisions that may impact their neighborhood. This is accomplished through a system of notifications (namely posted zoning permits) and through public meetings that are held in communities and convened by Registered Community Organizations (RCOs).

LOCAL NON-PROFIT AND FRIENDS GROUPS
Several Community Organizations in the 48th help with Youth Leadership, After School Programming and Summer Camps, Elder Care and Wellness, Parenting, Education and Literacy, Credit and Budget Counseling, School Uniform Drives, Record Expungement Clinics, etc.
