Block Captains

The duties of the Philadelphia neighborhood block captains include:

  • Sweep walks and gutters.
  • Plant flowers on the block, in yards, in window boxes, in sidewalk urns, and around the base of street trees.
  • Maintain and paint abandoned houses.
  • Plant new street trees.
  • Install decorative security lights.
  • Hang flags or pennants.
  • Paint curbs.
  • Help neighbors paint and renovate.
  • Scrub steps.
  • Organize block parties.
  • Coordinate activities for children.
  • Install and maintain block litter baskets.
  • Remind neighbors of trash and recycling collection days and material guidelines
  • Block Parties (starting in August 2018 Block Parties also require approval from local police)

  • This is a community service role not involving any electoral politics. While Block Captains aren’t on the ballot on Election Day, block captains are elected by their neighbors via a petition. (Committee People are often mistaken for Block Captains but it is Clean Block officers from this program and not the local, elected, democratic party committee people, that function as a liaison between residents and City government to provide materials, information, and services relating to block cleanliness.)

PMBC Clean Block Officers act as liaisons between residents and City government to provide departmental resource materials, information, and services relating to block cleanliness and beautification. When you’ve got a question or problem that needs solving, turn to your Clean Block Officer who oversees all the Block Captains in the 2nd District (our district, overlapping the 48th Ward): Michael Hoffman, 215-685-3993, Clean Block Officer 2nd District.
